Construction of Medium-Intensity Approach Lighting System with Runway
Alignment Indicator Lights (MALSR), Runway 05L, McGhee-Tyson Airport,
Knoxville,Tennessee.--Work includes, but is not limited to the
installation of the MALSR power and control plot and access road, light
stations 12+10 through 24+50 and cabling to these stations;
installation of casing under Ambrose Lane for the MALSR power and
control cables and miscellaneous items. Demolition of the existing
rigid-mounted ALS-1 system, including removal of the existing light
stations foundations, pole light structures, and substation plot
equipment and foundations; installation of semi-flush light bars for
the threshold bar (utilizing the existing foundation) through station
4+10, installation of the raised emt-mounted light bars for stations
6+10 and 8+10 in the hard surface area, and emt-mounted station 10+10
in the ground; installation of the ground-to-ground radio and RMS
equipment in the Airport Traffic Control Tower (ATCT), with
installation of the ground-to-ground and RMS link antennas on the tower
cab roof; work shall include miscellaneous items, operational testing
of the system, site cleanup and restoration.--Estimated price range
$250,000.00-$500,000.00.--Estimated performance time 75 calendar
days.--All responsible sources may submit a bid which shall be

Department of Transportation (DOT). Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist
minority,women-owned and disadvantaged business enterprises to acquire
short-term workingcapital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Programs
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
