C -- DESIGN COMPOSITE SQUADRON OPERATIONS AND HEADQUARTERS COMPLEX DUE 083095. Contact Point: CPT Kay Hensen, (614) 889-7019. A-E Services are required for design of a Squadron Operations Facility and the alteration of an Admin/Medical Facility for the Air National Guard at Rickenbacker ANGB, Ohio. The Project includes construction of a new 34,000 sf squadron operations facility and supporting facilities and renovation of the existing squadron operations facility to house administrative and medical functions. The estimatedconstruction cost is between $5,000,000 and $10,000,000. Services will include, but not be limited to: (1) Type A Investigative Services, consisting of (a) performing field surveys, investigations, inspections, and data collection necessary to support the design phase and (b) developing alternative concepts for design; (2) Type B Design Services, (at the option of the Government), consisting of accomplishing a complete design based on the Government Project Book with engineering calculations and design analysis, technicalspecifications, detailed drawings, and cost estimated for use in competitive bidding by contractors; and (3) Type C Construction Inspection and Testing Services (at the option of the Government). Significant selection criteria in decreasing order of importance are as follows: (1) professional qualifications of the firm's staff in disciplines proposed for performance of required work; (2) specialized experience and technical competence; (3) capacity to accomplish work in the required time; (4) past performance; (5) location of the firm relative to Rickenbacker ANGB, OH; (6) volume of DoD work during the previous 12 months awarded to the firm with emphasis on equitable distribution of contracts; (7) consideration to which contractor utilizes small businesses, small disadvantaged businesses, historically black colleges and universities, or minority institution performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor. The Government proposes to enter into a Firm Fixed Price Contract for these services. Firms responding to this announcement should submit a current STANDARD FORM 254, U.S. Government A-E Questionnaire; and STANDARD FORM 255, A-E and Related ServicesQuestionnaire, to the Contracting Officer. A current STANDARD FORM 254 and 255 should be submitted for each consultant or joint venture firm. ON each STANDARD FORM 255, firms with more than one office must indicate the location of the office in which work will be performed and the staff composition of that particular office.
