This procurement was originally and is still 100% set-aside to limit competition to States, territories, Tribes and Tribal Organizations, Public Agencies and Private Non-profit Organizations. The purpose of this modification is to expand the technical assistance of the LIHEAP Clearinghouse to the Low Income Home Energy Assistance Program.
