Children and Families (ACF) intends to negotiate a modification by
September 30, 1995 to existing contract 105-94-8200 with the National
Center for Appropriate Technology (NCAT) on a basis of other than full
and open competition. This procurement was originally and is still
100% set-aside to limit competition to States, territories, Tribes and
Tribal Organizations, Public Agencies and Private Non-profit
Organizations. The purpose of this modification is to expand the
technical assistance of the LIHEAP Clearinghouse to the Low Income Home
Energy Assistance Program. The authority for this noncompetitive
