This requirement was previously advertised in Issue No. PSA-1275 Thursday, February 2, 1995. This modification is issued to revise the period of performance to 1 January 1996 through 31 December 1996, and to include one (1) base and one (1) option year. The proposed contractor will be required to provide all personnel, facilities, labor, equipment, supplies, utilities, custodial services, meals, lodging, and education support to teach a short course in communication. This solicitation is 100% set-aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) as defined by the Clause 252.226-7000 of the Defense Federal Acquisition Regulation supplement. All interested HBCUs and MIs must be accredited by the Accreditation Council on Education in Journalism and Mass Communications (ACEJMC), and are required to provide the Contracting Office a written positive statement when requesting a package. The institution must be located within forty (40) miles of a military installation capable of providing medical services, and within forty (40) miles of a major airport. The solicitation will be released O/A 14 August 1995. The due date for proposals will be O/A 15 September 1995.
