underground continuous Walls of at least 40 meters in excavation depth
in a project for cut-off Walls or earth- retaining Walls, using the
on-site mixing method. Note: only construction projects in which
bidders have had a 20 percent or greater share of involvement are
eligible for consideration; 6) firms not currently suspended from
designation by the director of the Okinawa General Bureau; 7) firms not
related by capital or personnel to the contractors involved in this
project; and 8) consortia that can assign, to the construction site, a
full- time chief engineer or engineering supervisor who meets the
following criteria: a) is qualified as a certified first-class
construction supervisor under the construction business law, or
