Eligible Tender participants must be: 1) firms that do not fall under

and Accounting; 2) firms pre- qualified for open competitive bidding on
Port Construction work by the Second District Port Construction Bureau;
3) firms that score at least 1,300 points in a formula for
qualification screening for Port Construction work; 4) firms that have
-- since 1990, as the main contractor -- carried out soil improvement
for the foundation of a breakwater or seawall, using a sand compaction
barge; 5) firms that can assign, to the Construction site, a full-time
chief engineer or engineering supervisor who meets the following
criteria: a) is qualified as a certified first-class Construction
supervisor; B) has, since 1990, had experience with a project as
described in item (4) above as chief engineer or engineering
supervisor; and C) in the case of engineering supervisor, is qualified
to supervise designated Construction work; 6) firms not related by
capital or personnel to the contractors involved in this project; 7)
firms not currently suspended from designation by the director of the
Second District Port Construction Bureau; and 8) firms not undergoing
bankruptcy procedures. This project is open only to pre-qualified
