The Coast Guard has a requirement to conduct an HC-130H Aircraft
Structural Life Extension Engineering Study. The Coast Guard operates
thirty Lockheed ''Hercules'' aircraft. These aircraft range in age from
eight to twenty-three years of age, and have accumulated 7,000 to
17,000 flight hours respectively. The age of the aircraft, coupled with
their accumulated flight time, and the highly corrosive maritime
environment that they operate in, has impacted the life expectancy of
these aircraft. In order to successfully ascertain the structural state
of the HC-130 aircraft, a structural assessment must be conducted. An
engineering study to survey fleet condition and develop options to
extend the HC-130 aircraft service life is required. The engineering
study will assess aircraft structural condition and recommend service
life extension options by focusing on structural condition and current
maintenance practices. This assessment will assist in designing the
Coast Guard Services Life Extension Program (SLEP). The Period of
Performance is estimated to be 90 days from the date of contract award.
CAE Aviation Ltd has unique qualifications and holds proprietary data
concerning critical structural inspection and repair plans based on
their assessment programs with Canadian C-130's which are very similar
to Coast Guard C-130's. CAE is the only known source that can offer
this degree of assessment without dismantling the aircraft. All
interested parties should a Capabilities Statement that sufficiently
describes their qualifications, capabilities, and previous experience
relevant to fulfilling the above requirements. The Government will
review all submitted capabilities statement to determine market
availability of the required service. The Government does not have
access to the proprietary data necessary to perform this work. Firms
expressing interest must show in their capabilities statement how
access to CAE Aviation Ltd proprietary data will be accomplished. This
notice is not a solicitation nor is it a formal Request for Proposal.
Your Capabilities Statement must be received within 30 calendar days
from the date of publication of this notice. The Government will not
pay for any materials submitted in response to this synopsis. Telegraph
and telephone responses will not be accepted. In the absence of
responses from firms which believe they have the capability to perform
this requirement, Coast Guard intends to negotiate with CAE Aviation
Ltd., Edmonton, Canada, for the work described pursuant to FAR
6.302-1(B)(1).--No other notice will be published until award is made.

assistance program available which enables firms to obtain bid,
payment, and performance bonds, with a guarantee up to 80 percent
against losses. The short term loan program provides working capital at
the prime interest rate. In addition, through the Historically Black
Colleges and University Program, firms can receive comprehensive
services and training designed to enhance their financial capabilities.
