301/713-0839 The National Oceanic and Atmospheric Administration,
National Weather Service, Office of Hydrology, Silver Spring, MD,
intends to negotiate on a sole-source basis with Riverside Technology,
Inc., Fort Collins, CO, to support National Weather Service technology
transfer efforts in three areas: continuing development of the Nile
Forecast System, support of the Climate Program and the new forecasting
system projects. Vendors who believe that they can meet this
requirement are required to submit in writing an affirmative response
demonstrating they have all of the following: 1) extensive operational
experience with design, development and implementation of large scale
hydrologic forecast systems based upon the National Weather Service
River Forecast System; 2) lead role capability including experience in
the development and implementation of Extended Streamflow Prediction
(ESP) models of the type used by the National Weather Service for
real-time forecasting of large river systems; 3) expertise in the
development of software for operational application to display, analyze
and process information in a data base including historic rainfall maps
and plots of streamflow hydrographs; 4) demonstrated experience in the
documentation and implementation of operational software (UNIX,
primarily C or FORTRAN) for large river forecast systems; 5) knowledge
and experience in the use and application of hydrometeorological data,
Geographical Information Systems, coupling hydrologic and meteorologic
models, and integration of software systems; and 6) an in-depth
knowledge of personal and scientific workstation computer systems and
associated operating systems. To meet project milestones, vendors must
be able to apply these abilities without delay in the development of
the system. Offerors who believe they can satisfy the requirement must
demonstrate their ability in writing. All written responses must
include a written narrative statement of capability, including detailed
technical information and other technical literature demonstrating the
ability to meet the above requirements. The response must be
sufficient to permit agency analysis to establish a bona fide
capability to meet the requirements. Failure to submit documentation
will result in the Government proceeding as stated above. A
determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. A one year with an additional one year
option, fixed labor price contract with a fixed ceiling is
contemplated. Affirmative written responses must be received no later
