The U.S. Army CECOM, C4IEW Acquisition Center, intends to modify contract No. DAAB08-95-C-0038, awarded to L&H Construction, RD#1, Box 205, Route 34, Matawan, N.J., to add additional work to the HVAC system. The contract referenced above is for the revitalization of Bldg 1208 East, Fort Monmouth, N.J., which included changes to the buildings floor plans to accomodate new uses. The HVAC work required in this contract for Bldg 1208 East encompasses the relocation of existing unit ventilators, fan coil units, ductwork, piping and diffusers. New and relocated fan coil units, along with new fresh air louvers, ductwork, associated modulating dampers and registers will be provided. The scope of work for the HVAC repair modification, to be performed concurrently, involves the repair of the HVAC system in Bldg 1208 East. The HVAC repair work is to be performed on the same equipment installed under the above referenced contract. The work required by the proposed modification is not segregable from that performed under the referenced contract, and will include replacing the existing control system, providing new control valves, replacing outside fresh air intake ductwork and louvers, providing return air ductwork and grills, freezestates, replacing dampers with new, and providing a dry bulb economizer system. A justification and approval for other than full and open competition has been prepared and approved. No solicitation document exists; therefore, requests for such a document shall be considered invalid for the purpose of determining whether the respondent has a bona fide capability to meet the stated requirements.
