16 -- INTEGRATE AND TEST A COMMON MISSILE WARNING SYSTEM ON THE A-10 AI RCRAFT POC Heidi J. Beedy, Contract Negotiator, (513) 255-9174/Robert T. Beers, Contracting Officer, (513) 255-7132. Aeronautical Systems Center, A-10 Program Office (ASC/LAFA) is contemplating an effort to integrate and test a common missile warning system (CMWS) on the A-10 aircraft. Integration and test may be required for both a podded CMWS (in an ALQ-131 and ALQ-184 electronic protection pods) and internal CMWS. The CMWS is entering the Engineering/ Manufacturing Development phase (EMD) and would be provided as Government-Furnished Equipment (GFE) to the integrating contractor. The purpose of this synopsis is to survey the market to determine if there are sources who can demonstrate the capability to accomplish the necessary tasks, both hardware and software, to ensure successful integration and operation of the CMWS on the A-10 aircraft. Any supportability impacts will also need to be addressed and changes implemented (e.g. maintenance, support equipment, technical orders, etc.). Contract award is planned for June 1996, with a 39 month period of performance. Aircraft integration and test for the ALQ-131 podded CMWS system is to begin in May 1998 while A-10 internal CMWS integration and test begins in January 1999. This synopsis is for information and planning purposes only and does not constitute an RFP. Furthermore, after statements of capability have been screened, only those prospective sources who, in the judgment of the purchasing activity, have the potential of successfully fulfilling the requirements of the planned contract will be considered for solicitation. Government owned integration/design drawings are available but may not accurately reflect current configuration of aircraft because of on-going modifications. Drawings are located at SM-ALC/TILB, McClellan AFB CA. All respondents shall indicate whether they are a large or small business in relation to SIC Code 3728, size standard 1000 employees. Only interested sources who can fulfill the role of prime contractor are requested to submit their responses with appropriate capability information. Sources interested in subcontracts should contact the prime contractor following the Notice of Contract Action (NOCA). In order to be considered a potential source, interested parties must submit clear, concise and complete capability statements to the contract negotiator noted below not later than twenty (20) days after the date of this announcement. At a minimum, interested parties must provide detailed evidence of the following: 1) Knowledge of A-10 avionics, 2) Knowledge and experience with aircraft integration of electronic combat devices, 3) Knowledge and experience in aircraft flight testing, 4) Hardware design experience, 5) Software development experience and current capabilities, 6) Resumes of key management and program personnel showing experience with aircraft integration and electronic upgrade programs, 7) Capability of contractor's facilities for performing the work of this contract. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions and voice concerns before resorting to the use of the Ombudsman.
