two-step solicitation for this requirement. No proposals will be
accepted. The Government will require offerors to perform an Operation
Capability Demonstration (OCD) of their equipment which meets the
Government's minimum technical requirements for the EDT. The first step
will be the evaluation of the OCD using pass/fail criteria. Those
offerors who pass the OCD will be allowed to submit a firm-fixed price
sealed bid. Award will be made to the lowest-priced, technically
acceptable OCD. The offeror will be expected to show their systems
capability to receive information from the FDIO and pass this
information to various stations and printers. Equipment requirement is
expected to be commercial off-the-shelf using variations of commercial
off-the-self and contractor developed software. Solicitation packages
are expected to be available on or about the week of August 7, 1995.
OCD's are expected to take place on or about the weeks of September 4
through 11, 1995. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
