OFFICER: Gregg May (405) 734-9399. The 38th Logistics Squadron has a
requirement for nonpersonal services for operation, maintenance and
recurring support services of the base telephone system at Laughlin AFB
TX. The proposed contract is for a base period of approximately eight
months with four one-year option periods. The system consists of a
Meridian 1, Option 81 (Central Office Switch) with Release 20.22
software, an SL-1 (Hospital Switch) with Generic 111, issue 9 software,
Main Distribution Frame, the Inside and Outside Cable Plants, Ancillary
Equipment, and Customer Premise Equipment. There are both commercial
and Defense Switched Network (DSN) trunks, access to FTS2000, hot
lines, data circuits, radio circuits, key systems, and crash nets. The
Meridian 1 switch is equipped for approximately 2000 lines with 100
trunks. The SL-1 switch is equipped for approximately 200 lines and 56
trunks.--This acquisition is being conducted under a specific agency
delegation of GSA's exclusive procurement authority for FIP resources.
The specific GSA DPA case number is KAA-95-AD001. Competition is open
to domestic sources only. All responsible sources may submit a bid,
which shall be considered. Sources responding to this synopsis must
indicate, in writing, whether they are U.S. or foreign owned or
controlled, large or small, disadvantaged, or a women-owned business.
For this acquisition, a concern will be considered small under SIC 7378
with size standard of $18,000,000.00. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

issues or problems that have previously been brought to the attention
of the program manager and/or the contracting officer and could not be
