The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) intends to purchase through a Request For Quotation (RFQ) SERVICES TO PROVIDE SUPPORT For THE DEVELOPMENT OF MATERIALS AND FOR PLANNING A CONFERENCE ON TARGETING AND GI TRACT. This service will include support to conference chairpersons, provide staff for registration and other onsite support preparation of an agenda, program book, draft meeting summaries, coordination of logistics including audiovisual equipment. The Institute intends to purchase these services by Other Than Full And Open Competition. THE CYGNUS CORPORATION is recommended as the sole source for the RFQ for SERVICES To PROVIDE SUPPORT FOR THE DEVELOPMENT OF MATERIALS AND FOR PLANNING A CONFERENCE ON TARGETING AND GI TRACT to be held on September 21-22, 1995. Previous planning and logistical support for the conference have been provided by THE CYGNUS CORPORATION for these exact type of services under the contract. This includes direct correspondence with conference speakers and preliminary drafts of personal service contracts. In order to assure a timely, efficient, and cost effective execution of the conference, it is requested that THE CYGNUS CORPORATION be selected as the sole source for the requested RFQ. THE CYGNUS CORPORATION has been involved with NIDDK staff in the early planning phases for THE CONFERENCE ON TARGETING AND GI TRACT under the NIDDK contract. In order to complete the SERVICES TO PROVIDE SUPPORT FOR THE DEVELOPMENT OF MATERIALS AND FOR PLANNING A CONFERENCE On TARGETING AND GI TRACT requested by September 22, 1995 in a cost effective and efficient manner it is requested that CYGNUS CORPORATION be the sole source for this RFQ. The Institute's needs cannot be met with current employees or through direct appointment of temporary employees within the time available. No employees are available to be reassigned or detailed without causing undue delay in their regular workload. Because of the complex logistics of this task, it is not feasible that the work be performed within the Institute. The work on this project must begin at once, because the documents must be immediately produced for this conference. Additionally, the material to be collected and disseminated is highly sensitive. Therefore, selecting a source who can handle this type of material is of the utmost importance. All responsible sources may submit a RFQ, which if timely received, shall be considered by the agency. (See Note 22). It is anticipated that RFQ Number NIDDK-SSAS-95-118, will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ.
