FISC Norfolk Detachment Philadelphia intends to solicit on a full and open competitive basis, a firm fixed price, labor hour type contract, for a contractor to provide services to operate and maintain the Naval Inactive Ship Maintenance Facility Bremerton, WA. The contractor will also be responsible for work located in Benicia CA, Long Beach CA and other west coast locations. These services are required for a base period beginning 01 October 1996 through 30 September 1997 with four (4) one year options. The total estimated level of effort for the base period and each option period is approximately 2,518,200 manhours. Offerors are required to submit their proposals in two separate parts: Part I - Technical Proposal and Part II - Price Proposal. The Technical Proposal shall include information in sufficient detail to clearly identify the offeror's overall qualifications and consist of the following technical evaluation factors: Technical Approach, Personnel Resources, Management Approach, Corporate Experience and Past Performance. The Government intends to make a single award to the eligible, responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government cost/price and other factors considered. A Pre-Proposal Conference and Site Visit will be held at the Naval Inactive Ship Maintenance Facility Bremerton, WA. The date, time and exact location of the Pre-Proposal and Site Visit will be determined at a later time and notice will be furnished in a future synopsis, as well as the solicitation.
