70 -- ARADES IV TEST SETS FOR THE AN/TPS-75 SOL F1962889C0004 DUE 080295 POC Mr. Hugh McElaney, Contract Negotiator, 617-271-8076; Mr. Robert C. Diminico, Contracting Officer, 617-271-8075. The Air Force plans to award a Firm Fixed Price Modification to Contract F19628-89-C-0004 for the delivery of a quantity of twenty (20) Automatic Radar Evaluation System (ARADES) IV Test Sets for site support of the AN/TPS-75 on a worldwide basis. The Government reserves the right to purchase additional ARADES Test Sets at a later date. Initial acquisition of ARADES Test Sets was effected under Contract F19628-84-C-0127 (Westinghouse Electric Corp.). The contractor is to provide the test sets, software, spares and data for use in calibration, evaluation, operation and maintainence of the AN/TPS-75 Radars. No subsequent contract is anticipated because the Government is to assume full capability by the end of this effort. The Government intends to solicit only Westinghouse ESG, Baltimore, MD which has developed and produced ARADES IV on a sole source basis. Authorization to do so is found at FAR 6.302-1 (only one responsible source) and no other supplies or services will satisfy agency requirement. If any firm believes it can satisfy the Government requirement as stated above, it should submit a qualification package to the above address no later than fifteen (15) days after this publication. This package should describe the prospective source's 1) detailed knowledge of the mechanical and electrical design of the AN/TPS-75 Radar System, 2)demonstrated capability to manufacture ARADES IV test sets, 3) ability to work within the existing integration approach for installing ARADES IV Test Sets into the AN/TPS-75 Radar System, 4) detailed knowledge of the AN/TPS-75 Radar's performance parameters to be measured by the ARADES IV, and 5) ability to meet the Government's required delivery schedule of eighteen (18) months after contract award. Current U.S. Secret and appropriate facility clearances are required (see provisions of DOD-5220.22-M, DOD-5220.22-R and the National Telecommunications and Information Administration (NTIA) Manual for Federal Radio Frequency Management). The Government does not have reprocurement data on the ARADES IV or AN/TPS-75 Radars. Any offeror initially judged to be unqualified will be provided a copy of the solicitation on request, and any such synopsis is for informational and planning purposes only and does not constitute a solicitation and is not to be construed as a commitment by the Government.
