FISC Norfolk Detachment Philadelphia intends to negotiate a requirements contract on a sole-source basis with Lockheed Corporation, Lockheed Aeronautical Systems for preparation of technical manuals, changes/revisions and related supporting documentation and other data/services in support of the P-3A, P-3B, P-3C(US Navy), P-3C (FMS Korea), S-3A, S-3B(WSIP), ES-3A and C-130 Series Aircraft. The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1. Lockheed Aeronautical Systems Company is the prime contractor, designer, sole manufacturer and sole supplier of the cited weapon systems and is the only known source with the data and specialized engineering expertise requisite to the accurate and timely preparation of the technical documentation to be procured. Strict compatibility and integrity with the production hardware can only be maintained through acquisition of technical manuals/updates from Lockheed Aeronautical Systems Company. The proposed acquisition will result in a firm fixed price requirements contract with a base ordering period of one (1) year with two (2) one year options. The contract delivery requirements, quantities and destinations will be defined in each order issued under the contract. The ordering periods for the contract will be as follows: Base period - 1 January 1997 through 31 December 1997: Option 1 - 1 January 1998 through 31 December 1998; Option 2 - 1 January 1999 through 31 December 1999. It is estimated that a total of 12,465 pages and 3,600 manhours of supporting contractor tasks will be acquired under this requirements contract. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
