This is a notice of intent from the Naval Research Laboratory (NRL) to contract on an other than full and open competition basis with Dynastat Inc. 2704 Rio Grande Ste 4, Austin, Texas. The contractor shall conduct speech testing to assess the intelligibility and quality of computer generated speech. The contractor shall use the Diagnostic Rhyme Test (DRT) to measure speech intelligibility, which evaluates the discriminability of six distinctive features: voicing nasality, sustention, sibilation, graveness, and compactness. The contractor shall further use the Diagnostic Acceptability Measure (DAM) test to provide a stable numeric measure of the voice quality of speech. The period of performance will be for thirty-six (36) months. This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. Note 22 is applicable to this synopsis.
