required for design of a Regional Training Institute Expansion
(Barracks) for the Army National Guard at the Rickenbacker ARNG
Enclave, Rickenbacker IAP, Columbus, Ohio. The facility to be designed
will a 20,454 square foot, three story barracks. The block and brick
building will include open bay sleeping arrangements and latrine/shower
facilities for 75 soldiers as well as private rooms with a shared bath
for 50 soldiers. The facility may be constructed to have direct access
from the existing administration building. The design will be in
accordance with the standard design package provided by the National
Guard Bureau. The estimated construction cost is between $1,000,000 and
$5,00,000. Services will include, but not be limited to: (1) Type A
Investigative Services, consisting of (a) performing field surveys,
investigations, inspections, and data collection necessary to support
the design phase and (b) developing alternative concepts for design;
(2) Type B Design Services, (at the option of the Government),
consisting of accomplishing a complete design based on the Government
Project Book with engineering calculations and design analysis,
technical specifications, detailed drawings, and cost estimates for use
in competitive bidding by contractors; and (3) Type C Construction
Inspection and Testing Services (at the option of the Government).
Selection shall be based upon the following criteria which is listed in
relative of importance: (1) professional qualifications of the firm's
staff in disciplines proposed for performance of required work; (2)
specialized experience and technical competence; (3) capacity to
accomplish work in the required time; (4) past performance; (5)
location of the firm relative to Rickenbacker IAP, Columbus, Ohio; (6)
volume of DoD work during the previous 12 months awarded to the firm
with emphasis on equitable distribution of contracts; (7) consideration
to which contractor utilizes small businesses, small disadvantaged
businesses, historically black colleges and universities, or minority
institution performance of the contract, whether as a joint venture,
teaming arrangement, or subcontractor. The Government proposes to enter
into a Firm Fixed Price Contract for these services. Firms responding
to this announcement should submit a current Standard Form 254, U.S.
Government A-E Questionnaire; and Standard Form 255, A-E and Related
Services Questionnaire, to the Contracting Officer. A current Standard
Form 254 and 255 should be submitted for each consultant or joint
venture firm. On each Standard Form 255, firms with more than one
office must indicate the location of the office in which work will be
performed and the staff composition of that particular office. All
responsible firms responding to this announcement with all required
information before the response date will be considered for the
