C -- NEW ORLEANS, LA - GENERAL MAIL FACILITY/TOWER - ELECTRICAL FEEDER REPLACEMENT DESIGN/BUILD SOL 475450-95-A-0612 DUE 090695 POC Bettye S. Perkins, Facilities Contract Technician, 901/747-7628. This project consists of providing design and construction to replace existing Main Electrical Feeders within the General Mail Facility and attached Office Tower, while maintaining full service with minimum interruption to each facility. The design portion consists of developing routing plans, details of installation, specifications, bills of material, a fault current and coordination study and construction schedule to complete this project. Construction consists of the replacement of certain existing feeders from the existing switchgear to certain power centers located within either the existing General Mail Facility or the adjacent Office Tower. This includes furnishing all materials, supplies, labor and supervision necessary. Work may include repair and/or alteration to the existing facilities associated with the electrical work. Offers will be evaluated considering the following: (1) Experience - Electrical Contractor must have minimum of 5 years experience as licensed contractor and have completed a minimum of three projects of similar scope and complexity; (2) Safety/quality during changeover; (3) Knowledge of project; (4) Engineering - Must provide services of licensed professional electrical engineer in the State of Louisiana who has a minimum of 5 years experience as PE in the design of industrial and/or large commercial power feeder requirements; (5) Resources; (6) Scheduling; (7) Minority Business Enterprise. Evaluation criteria and process of evaluation are described in the solicitation package. Upon determining the best technically qualified firms, price will be considered. A preproposal conference walk/through is scheduled for Tuesday, August 15, 1995, at 9:30 a.m. at the General Mail Facility/Office Tower, 701 Loyola Avenue, New Orleans LA. Conference participants shall go to Security Office on first floor of the office tower for visit to Room 2170. Attendance is strongly encouraged as access to the site at other times is prohibited without special permission. This is a negotiated procurement; therefore, offers will not be publicly opened. Issue date for the above project is August 8, 1995. Return date for the offers is COB September 6, 1995. Performance time is 270 days unless established otherwise by contract. Estimated cost range is between $500,000 and $750,000. The USPS reserves the right to reject any or all offers.
