Ulbrecht of Rockville, MD under the authority of 41 U.S.C. 253(c)(1) - Only one responsible source. This procurement requires expert, confidential, and independent engineering judgement in the evaluation of technical and commercial feasibility of inventions and innovations submitted to the Office of Technology Innovation (OTI) for review and evaluation. Dr. Ulbrecht will be tasked to conduct research and prepare educational material regarding creativity, inventions, idea protection, technology commercialization, and the innovation process. Dr. Ulbrecht is uniquely qualified to perform this requirement based on his intimate knowledge with NIST OTI evaluation processes and procedures relating to the increased complexities of inventions submitted and recent program initiatives to restrict energy- related evaluation scope. The period of performance for this requirement is one (1) year from contract award. The number of hours for the year is estimated at 500. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 45 days after the date of publication of this synopsis, will be considered by the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22. (0219)
