R -- KOSRAE STATE: CONSULTANT SERVICES The Department of Transportation and Utility, Kosrae State, Federated States of Micronesia is interested to retain a consultant to perform the following services: Assist the department in renegotiating the fuel supply contract for the State. Assist the department in taking over the operation and management of its 1.1 million gallon bulk storage plant, including the following tasks: Training government personnel in operation of the plant. Assisting the new bulk plant manager to: Develop an operating budget. Set up an accounting and financial management system for the operation. Set up an on shore pricing structure for products kept in stock. Obtain necessary insurance to adequately cover the operation. Review recurring maintenance and capital improvement needs for the plant. Setting adequate procedures to maintain minimum quality standards for the storage and handling of fuel products, including Jet A-1. A consultant will be selected based on the following criteria. Experience in negotiating fuel supply contracts with major oil suppliers. Experience in operation and maintenance of bulk storage facilities for POL products. Experience of personnel to be assigned to the work. Experience in doing business in the Pacific region. Proximity of home or branch office to Kosrae. Availability of resources to undertake the work.
