D.C. 20555 U -- TECHNICAL ASSISTANCE IN THE DEVELOPMENT OF REGULATORY CAPABILITY
AND TRAINING OF REGULATORY STAFF FOR THE FORMER SOVIET UNION POC

proposal. The Nuclear Regulatory Commission is seeking a contractor to
provide training and consultation to the nuclear regulatory agencies
of one or more of the Newly Independent States of the Former Soviet
Union. The work will focus on the development of regulatory capability,
for example: - developing a functional organization including basic
operating principles, - developing appropriate safety and environmental
regulations, - developing guidance for applicants, licensees and
licensing staff regarding the meaning of and methods for implementing
the regulations, - assisting in the selection of appropriate analytical
tools to enable the regulatory staff to evaluate applicant submittals,
- training in the use of those tools, and - development of appropriate
inspection protocols and training of inspectors. The specific areas of
regulation in which the contractor will be involved include management
of radioactive waste, spent fuel management, use of radioactive
materials in medicine, industry and research, nuclear fuel cycle
facilities, and transportation of radioactive materials. Since these
relatively new regulatory agencies plan to base their procedures on
those in use at the NRC, the selected contractor should demonstrate
familiarity with the regulations, policies, technical approaches and
procedures of the NRC in the technical areas of interest. The total
estimated level of effort required to perform this task order contract
is 18 staff-months. Potential sources should provide a letter of

resumes showing your capability to perform the work listed above.
