support effort to provide supplies and services as well as engineering
support to install existing On Board Interface Modules (ODIMs) and
Small ODIMs (SMODIMs) on the Apache helicopter for use at training
exercises (rotations) at three combat training centers with a maximum
of twelve rotations per year. The contractor will be required to
provide concurrent spares, training, on site technical support after
fielding, and various training manuals and training aids will also be
included. In addition a research and development effort will be
required which will consist of supplies and services to make hardware
and software modification to the existing SMODIM design in order to
demonstrate ability to perform required functions in other weapons
systems. These systems will be designated after award. The proposed
award will be for an IDIQ contract for a period of five with a base
year and four additional years for both support and R & D efforts. A
noncompetitive acquisition under authority of 10 U.S.C. (c)(1) as
implemented by FAR 6.302-1(a)(2)(11) is proposed with Inter-Coastal
Electronics (ICE), Inc., of Mese, AZ. The ICE team developed the
prototype ODIM, which is highly specialized equipment. As the developer
of the exisiting ODIM, ICE is the only responsible source with
exisiting documentation and expertise to satisfy the Army requirement.
However, all responsible sources may submit a proposal which will be
considered by the agency. THE U.S. ARMY COMMUNICATIONS ELECTRONICS
COMMAND (CECOM) HAS ESTABLISHED AN ELECTRONIC BULLETIN BOARD (EBB) To
PROVIDE ELECTRONIC TRANSMITTAL OF REQUEST FOR PROPOSALS (RFPs) And
INVITATIONS FOR BIDS (IFBs) FROM GOVERNMENT TO INDUSTRY. All INTERESTED
PARTIES WISHING TO DO BUSINESS WITH CECOM ARE INVITED To ACCESS,
OPERATE, SEND AND RECEIVE DATA FROM THE CECOM EBB SYSTEM. To BECOME A
USER OF THE EBB, YOU WILL NEED AN IDENTIFICATION CODE And PASSWORD IN
ADDITION TO A COMPUTER TERMINAL EQUIPPED WITH The NECESSARY HARDWARE
AND SOFTWARE TO INTERFACE WITH THE EBB SYSTEM. A USER's IDENTIFICATION
CODE AND PASSWORD WILL Be ISSUED UPON REQUEST ALONG WITH INSTRUCTIONS
FOR DOWNLOADING THE EBB USER's MANUAL. ALL REQUESTS MUST INCLUDE (1)
