Naval Air Systems Command (NAVAIR), Propulsion and Power Engineering
Department, Science and Technology Office (AIR 4.4T) is interested in
receiving proposals for advanced propulsion technologies that will
significantly increase the mission performance operational capabilities
and affordability of Naval Air Vehicles. Specifically needed are
Exploratory Development of advanced gas turbine propulsion component
and materials technologies for Fighter/Attack Aircraft Engines, Patrol/
Transport/ Support/ Surveillance Fixed and Rotary Wing Aircraft
Engines, Lethal/Non-Lethal Unmanned Aerial Vehicles (UAV) and High
Risk/ High Payoff Innovative Turbine Engine Technologies. The
performance, life, and cost goals for these developmental efforts shall
be consistent with Phase III of the DOD/NASA Integrated High
Performance Turbine Engine Technology (IHPTET) Initiative and the
Tri-Service Reliance Science and Technology and Joint Directors of
Laboratories Aeropropulsion Subpanel Joint Service Program Plans.
Exploratory Development of Navy propulsion component and subsystem
technologies applicable to fleet engines and near term upgrades/
derivative engines which reduce fuel consumption. Innovative concepts
that facilitate integration of expendable turbo-ramjets into cruise
missile airframes (to include inlets, bypass ducts and valves, and
nozzles). Development/demonstration of advanced heavy fuel engine
concepts/systems for UAVs. Development of fuel coalescence/filtration
technology capable of operating in current shipboard and shore station
vessels in the presence of coke reducing (+100F) additives;
quantitative assessment of impact of coke reducing additives on Navy
engine performance and maintenance. Detailed information is provided in

Agency Announcement (BAA) contemplated in FAR 6.102(d)(2). This
announcement will be open for one year after it appears in the Commerce
Business Daily. Proposals may be submitted any time during this period.
The proposal evaluation and selection for award processes will begin
forty five (45) days after the appearance of this announcement.
