Silsby, Contracting Officer, (301) 394-3438. Establish and administer the Army Research Laboratory (ARL) Postdoctoral Research Fellowship for Engineers Program. The purpose of the ARL Postdoctoral Research Fellowship for Engineers Program is to provide postdoctoral engineers of unusual promise or ability opportunities for research on problems, largely of their own choice, that are compatible with the interests of ARL. The contractor shall establish and administer the Program and provide ARL with highly qualified postdoctoral engineers as candidates for fellowship appointments. The emphasis is on the quality of the engineers nominated for appointments and the relevance of their proposals to the ARL mission. A cost type contract is anticipated. This effort will be for a duration of five years. All responsible sources may submit a bid or proposal which will be considered by the Agency. No telephone requests will be honored. (0220)
