for copies of the solicitation will be accepted via mail or fax at
(216) 433-5185. Request shall include the solicitation no. IFB3-474747
and your company's name, phone no., mailing address, and include a
copy of your DD Form 254 Secret Clearance for above. The contractor
shall not have filed bankruptcy within the last 8 years. The contractor
shall provide an audited financial statement for the past 3 years
certified by a public accounting firm. The contractor shall have not
less than 3 years experience with Federal Government Contracts and
shall also have experience with contracts of similar size and
complexity. Offerors who do not meet the minimum 3 year requirements
may present documentation for consideration giving justification as to
why they feel they should be considered for performance under this
contract. Technical proposals will be evaluated on best value criteria.
Technical factors as a whole are significantly more important than
price in determining the awardee. Price will not be scored but will be
evaluated separately from the technical factors. All responsible
sources may submit a proposal which shall be considered by the Lewis
Center. The work to be performed shall consist of providing the
services, labor, equipment and materials for planning, staffing, and
managing the security and law enforcement functions, including
safeguarding personnel, equipment, flight hardware, facilities, and
information. A full spectrum of support for the PASS and ID Office to
include the issuing of temporary and permanent badging. A full spectrum
of support for the operation of the Communication/Dispatch/Alarm
Monitoring Center to include receiving, processing and responding to
all incoming communications and initiating/directing real-time
responses to routine security/fire/emergency medical dispatch service,
operational and emergency situations. Support for maintaining
perimeter access control and Center wide patrol of facilities and
assets; perform surveillance, searches/inspections, investigations and
security enforcement 24 hours per day. A full spectrum of support for
the locksmith function. Develop security education awareness and
training to include preparation of technical and administrative
documents and materials. Support for the security services operations
to include: Project/Program Security - the contractor shall have
current experience with DOD, NASA or National level security
requirements for the protection of sensitive and classified
information. Shall be able to support dedicated computers with various
applications of software. The contractor shall have qualified and
experienced personnel in Industrial Security and shall meet all
licensing requirements in the state of Ohio. This includes: OPSEC,
Threat Assessments, Personnel, Computer, Document, Physical, AIS,
TEMPEST, COMSEC, Logistics, Transportation, Tracking security clearance
status, and Security Education and training. Physical Security -
developing physical security plans for facility and building control
and protection, including security programs such as NASA Resource
Protection Program and providing security support in areas of
classified programs; Personnel Security - supporting the initiation of
background investigations, security clearance/suitability processing,
and providing records and administrative support; Computer Security -
The Control and Protection, through a Risk Management Process, of both
unclassified, sensitive and Classified Data residing on many diverse
Automated Information System and Network configurations; Information
Security - providing security assistance in the identification and
protection of various categories of information to include Classified,
Export Control and Proprietary and technology transfer methodology;
Technical Security - support in the TEMPEST, COMSEC, and facility
design functions. A full spectrum of suport for the development of
management, emergency preparedness, response and recovery plans.
Provide necessary support for the overall management, automation, and
training related to these functions and the operation of related
facilities. The envisioned contract will have a twelve (12) month base
period with four (4) option periods of tweleve (12) months each.

copies are available. The proposed solicitation is a national (8A)
competitive procurement. A fixed price contract is contemplated.
