Officer, 202/646-3748. This is a sources sought synopsis to inform all
interested parties that the Federal Emergency Management Agency (FEMA)
intends to award to Woodward Clyde Federal Services (WCFS) work titled
''Office Engineering Services''. This work will be awarded to WCFS on
a sole source basis, unless FEMA receives information that
demonstrates that there are other qualified firms which can provide the
required services. The following is background information, as well as
a general description of the project to be performed. Background
Information: FEMA has been engaged in a program to bring 505 federally
owned fuel tanks located at Emergency Alert System stations into
compliance with all applicable environmental protection requirements of
Federal, State and local government. These tanks are located in the 50
States and 6 Territories, and the requirements for actions such as
closure, registration, remediation, and new installations vary
significantly among jurisdictions. FEMA has retained Woodward-Clyde
Federal Services (WCFS) to perform the Architectural and Engineering
services (site evaluations, regulatory compliance and
removal/replacement designs) for this project, and retained the US Army
Corps of Engineers (USACE) to perform the field construction services
(tank removal/replacement and environmental restoration). This has
required close coordination between 5 WCFS offices and 33 USACE
Districts to prepare construction designs that are biddable and in
compliance with all applicable Federal, State and Local requirements.
New Requirement: As part of this program, FEMA has a need to contract
for ''Office Engineering'' services. This action will require a
contractor to perform quality assurance on all work, plans, designs and
actions to ensure that the environmental requirements of the 56 States
and Territories have been fully complied with in regards to the 505
federally owned fuel tanks at Emergency Alert System stations. Due to
the nature of the work to be performed, if a new contract is
established, it will be procured in accordance with FAR Part 36
''Construction and Architect-Engineering'' Services. The estimated cost
of the procurement will be between $250,000.00 - $500,000.00 and cover
a 12 month period of performance. In support of the new requirement,
the contractor will maintain central environmental compliance files on
each of the 505 tanks and update the existing data base of tanks with
information on the progress of the USACE and status of completion of
State and local imposed remediation requirements (database is
programmed in FoxPro). This effort will require detailed knowledge of
the applicable environmental protection requirements of the 50 States
and 6 Territories as well as a close working relationship with all of
the 33 USACE Districts and 5 WCFS offices currently under contract with
FEMA in this program. This required capability is essential to ensuring
that the central files and data base are accurate, up to date, and will
serve as legal proof that the action performed are in full compliance
with all the AST/UST requirements of the Federal, State and local
governments with jurisdiction over these 505 tanks. Firms interested in
performing this work shall submit a statement of qualifications which
will be used to determine if the company is qualified to perform the
work. Thus, each Statement of Qualification should set forth the
companies case which details why they feel they are qualified to
perform the work. All submissions must be received by 2:00 PM Friday
August 25, 1995. Those received after the date and time specified will
