The Naval Air Systems Command intends to a release a solicitation for
the Engineering and Manufacturing Development (E&MD) Phase of the
AIM-9X Sidewinder Missile Weapons System. Options for approximately
1,000 Low Rate Initial Production (LRIP) missiles may be included.
Under the E&MD Phase, the selected contractor will be required to
design, develop, test, qualify, document, manufacture, deliver and
support an All Up Round (AUR) missile system. This will include
integration of the missile rocket motor, warhead and fuze. Potential
offerors are advised that only firms with a TOP SECRET facility
clearance will be eligible for award. National Disclosure Policy
Committee decision limits participation of foreign sources to
participation as subcontractors. Those firms interested in particpating
in the competition for the AIM-9X E&MD and LRIP options must notify
LCDR Sist in writing or by fax. The Government plans to provide copies
of the DRAFT UNCLASSIFIED Statement of Work and the SECRET Preliminary
System Specification (AS-5780) to the eligible firms expressing
interest. These documents are expected to be available on or about 11
August. AIM-9X Demonstration/Validation Phase prime contractors will
receive both the SOW and Preliminary Specification and need not respond
to this synopsis. Interested firms are requested to submit written
comments on the SOW by COB 25 August 1995. The Government will hold a
conference to discuss foreign participation guidelines, the Statement
of Work and related issues at 9:00 a.m. Eastern Daylight Time 8
September 1995, at Room 110 Jefferson Plaza Two (JP-2) Arlington VA.
Only firms which meet the secutity requirements in this synopsis and
which have the capability to perform as system prime contractors should
attend. In order to facilitate the meeting, each potential offeror is
limited to three (3) participants. Names and security clearances for
proposed attendees should be forwarded to LCDR Sist. This announcement
is not a solicitation, a contract, a promise to contract, or a
commitment of any kind. The Government will not assume any liability
for any costs incurred by potential offerors in reviewing and
responding to the draft SOW and Preliminary System Specification. The
information in these documents is subject to change without notice, and
does not bind the Government to any particular acquisition strategy.
