A non-competitive negotiation is proposed with Stanford Telecommunications, Inc., Colorado Springs, CO, IAW FAR 6.302-1, ''Only One Responsible Source'' because Stanford Telecommunications is the designer, developer, fabricator, and system integrator for DIMS under Contract DAAB07-94-C-A276. Only Stanford Telecommunications is capable of defining the configuration of items required. However, all responsible sources may submit a proposal which shall be considered by the agency.
