Officer This notice constitutes a Request for Quotation (RFQ) for a
Mass Spectrometer Leak Detector (MSLD) consisting of the following
items: Item 1 - ASM 180 TD, fully automatic leak detector with hybrid
pump and oil-free roughing system, Microprocessor controlled, automatic
cycling and bargraph display with hand-held remote, Alcatel PN 797671,
or equal, quantity 1 ea; Item 2 - Clean room compatible casing --
Alcatel PN TA 16022, or equal, quantity 1 ea; and Item 3 - Alphanumeric
control and display panel, Alcatel PN TA 16006, or equal, quantity 1 ea
-- Specifications for the MSLD are as follows: 1) MSLD shall be capable
of evacuating large test articles (up to 195 liters) without the
assistance of an external roughing pump; MSLD shall have at least 4 l/s
pumping speed for Helium at the INLET PORT. (Note: 4 l/s for air or 4
l/s at the pump inlet will not satisfy this requirement) -- 2) MSLD
shall have cleanroom casing as well as a roughing system without oil
lubricants or oil vapors at any point in the system -- 3) MSLD shall
have an alphanumeric control panel with at least 10 meter extension for
remote operation; MSLD shall come with (or be modified to have) ACDP
and the ability to be operated from 10 meters away -- 4) MSLD shall
include an audio alarm for leak detection during remote operation; MSLD
shall come with (or be modified to have) audio output of He readings --
5) MSLD shall be capable of determining leaks in the 2-5 x 10 to the
minus 10 power atm-cc/sec range -- 6) MSLD shall not require the use of
LN2 or any other cold trap liquid for standard operation -- 7) MSLD
shall operate from a standard 120 V power source -- 8) MSLD shall be
able to sustain both movement during test sequences and electrical
power outages at any time without damage -- Delivery to MSFC (FOB
Destination) is required within 30 days -- This notice serves as the
only solicitation; quotes are being requested and a written
solicitation will not be issued -- This procurement is being conducted
under the Simplified Acquisition Threshold (SAT) portion of the
Federal Acquisition Streamlining Act (FASA) -- If other than the brand
name identified is quoted, then the quoter shall indicate the
manufacturer, brand, and model/part number quoted and provide a
description in sufficient detail to show that the product quoted meets
the brand name identified -- If the end product(s) quoted is other
than domestic end product(s) as defined in the clause entitled ''Buy
American Act -- Supplies,'' the quoter shall so state and shall list
the country of origin -- The quoter shall state in their quote their
size status for this procurement as well as whether they are minority
or woman-owned -- The SIC code and the size standard for this
procurement are 3823 and 500 employees respectively -- The quoter shall
identify the place of performance in their quote -- Questions regarding
this acquisition must be submitted in writing -- Transmission by
facsimile to 205-544-9081 or by Internet e-mail to
kathy.huskey@msfc.nasa.gov is acceptable -- Quotations are due 20 days
after publication of this notice in the Commerce Business Daily (CBD)
to the address specified above to the attention of Kathy Huskey/GP24J
-- Selection and award will be made on an aggregate basis to the
lowest priced, technically acceptable quoter -- Technical acceptability
will be determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement -- The period of time expected for the
Contracting Officer to solicit/evaluate vendor quotes and issue the
purchase order will be approximately 45 days from publication of this
notice in the CBD -- All responsible business sources may submit a
