Turner, (303)236-5900 x348 Concerns having the ability to furnish the supplies decscribed herein are requested to give written notification (including the telephone number for a point of contact) to the procurement office above within(45 calendar days from the date of this synopsis. The contractor shall provide 4 K2 High Dynamic Range Accelerograph with internal triaxial force-balance accelerometers and 25-feet long GPS Receiver. The K2 High Dynamic Range Accelerograph include the following specifications: Replacement accelerographs must be compatible (without modification) with existing accelerographs now in the field are manufacture by Kinemetrics, Inc. of Pasadena, California. Three-component high dynamic range accelerograph with internal triaxial force-balance accelerometers. These units will be installed in free field locations for the recording of strong ground motions produced by earthquakes and significantly smaller amplitude accelerations produced by local mining induced events. Each unit shall be self-contained and include all eletronics, sensors, removable memory card and battery in rugged housing. Each unit shall be supplied with a charger, all appropriate mating connectors, required mounting hardware and operating instructions. Power: The unit shall operate from a 115/220 volt AC supply and shall operate for a minimum of 36 hours after the loss of the AC supply. In addition, the unit shall accept an external 12 volt DC battery for longer autonomy. The charger supplied with the unit shall be sufficient to charge both the internal main battery of the unit and an optional external battery. Dynamic Range: In order to effectively acquire the range of events envisioned for this project, the unit shall have a minimum dynamic range of 110 dB. In order to insure fidelity of the recorded data and maintain a full effective resolution of 19-bits, gain ranging is not permissible. Bandwith: The unit's response shall be nominally flat from DC to 50 Hz. The effective sample rate shall be 200 sample per second. This sample rate shall be accomplished by over-sampling the data and digitally processing the data (using a DSP). Digital FIR filters shall be used for anti-aliasing to insure sufficient attenuation (100 dB) at the Nyquist frequency and continuous accurate control of the bandwidth. There should be no channel-to-channel skew meaning that all three channels are to be sampled simultaneously rather than sequentially. Triggering Level: The unit's trigger threshold shall be selectable anywhere within the range of 50 full-scale (i.e. 1 g to 200 micro g for a +/-2 g full-scale unit). Recording Medium: Each unit shall have one 5 Mbyte PCMCIA compatible (fully compliant to PCMCIA Specification 2.01) removable memory card. An additional PCMCIA complaint slot shall be provided for a second memory card (the second memory card not to be supplied as part of this bid). Full-Scale Range: The units shall be available in both +/-2 g or +/-1 g full-scale ranges. Firmware: The unit's firmware shall be multi-tasking to allow the unit to be interrogated (locally or via modem) and to allow data retrieval without any interruption of data acquisition. The unit's firmware shall be stored in flash memory rather than EPROM to allow firmware upgrades (even remotely via telephone) without any hardware change. Intelligent Alerting: The unit shall be configurable (as supplied with only the addition of a modem) to provide automatic alerting when the unit is triggered, the memory usage exceeds a preprogrammed level, the primary battery voltage drops below a preprogrammed level or other preprogrammed criteria are met. This alert shall be in the form of an automatic telephone call via modem (initiated by the accelerograph) to the user's host computer. The unit shall use a packet oriented communications protocol which shall allow high priority packets (alerting information) to be passed to the host computer without delay even when event data is being transferred. GPS Timing: Each unit shall include a GPS synchronized timing system (including antenna and 5 meter cable) that will automatically maintain the unit's internal time (including sample clock) accuracy to within 1 millisecond of absolute time. Housing: Each unit shall be housed in a waterproof case with three leveling feet and shall allow secure mounting by using only one threaded mounting stud. All I/O connections (less GPS antenna) shall be protected from the effects of ESD (electrostatic dishcarge) with transient protection devices and from the effects of radiated and conducted EMI (electromagnetic interference) and RFI (radio frequency interference) vulnerability with ferrite filter elements. For reliability reasons the unit shall contain no lithium batteries. Support Software: Support software for unit set-up, parameter modification, data retrieval, intelligent alerting, system diagnostics, and data display shall be provided. All such support software shall be Windows based and shall operate on IBM compatible personal computers. It shall also be possible to operate the unit and retrieve data with standard PC communications software. Based on information available at this time, and in accordance with 41 u.s.c. 253(c)(1), implemented by FAR 6.302-1, the Government considers the item specified as a sole source from Kinemetrics Inc., Pasadena, California and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to sumit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required item stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no request for quotation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Note 22. (0221)
