A sole source procurement is contemplated with Martin Marietta Technologies, Inc., A Lockheed Martin Company, Electronics & Missiles, 5600 Sand Lake Road, Orlando FL 32819-8907 (See numbered Note 22). Martin Marietta Technologies, Inc. is the only known qualified source to perform this effort. There is a need for more research and development to support more demonstrations of the Parallel Algebraic Logic (PAL) system capabilities to satisfy favorable responses received from potential customers. Lockheed Martin, the developer for the PAL program, is currently producing Common Image Signal Processor (CISP) units that are based on the GAPP IV chip architecture. The CISP design is an image processing accelerator kit that currently interfaces with SUN SPARC 20 computer or equivalent. It is the baseline hardware for the PAL program. WL/MNG plans to purchase two of the CISP units for distribution to sites that will test the Image Algebra interface. The units will be distributed as Government Furnished Equipment to test sites and recalled as is necessary. Lockheed Martin is the only manufacturer of the CISP units and there is nothing else that can be used to obtain the test information the Government is seeking. All responsible sources may submit an offer. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concern during the proposal development phase of this acquisition. Potential Offerors should establish channels to request information, pose questions., and voice concerns before resorting to us of the Ombudsman.
