SUPPORT (DEWS). This is a Research and Development notice of intent to
contract and will serve as notice that the Air Force Phillips
Laboratory, Lasers and Imaging Directorate (PL/LI), Kirtland AFB NM,
anticipates this acquisition will be a Small Business Set-Aside. The
Lasers and Imaging Directorate, Laser Systems Division of the Phillips
Laboratory intends to contract for support for the Joint Directors' of
Laboratories (JDL's) Technology Panel on Directed Energy Weapons
(TPDEW). The objective of contract is to support the TPDEW in the
execution of its responsibilities regarding DEW program planning.
Program planning and administrative tasks include preparing 1) draft
and final versions of the High Power Microwave (HPM) and Laser Weapons
Master Plans, 2) the Technology Area Plan (TAP) for Directed Energy
Weapons (DEW) Technology, 3) roadmaps indicating how technology
developments could be integrated with other efforts to support users'
system needs, and 4) briefing materials for the annual Science &
Technology (S&T) Reviews, based on Panel inputs. In addition, the
contractor shall host TPDEW, S&T Review, and other meetings. Analytical
tasks include providing preliminary analyses and summaries of DEW
technologies, for example, to identify deficiencies and/or duplication
in current Directed Energy Weapons (DEW) systems and/or programs, to
evaluate DEW technology maturity and/or potential, or to evaluate
system/program performance and cost. The technologies include laser
weapons technology, high power microwave technology, and particle beam
technology. In view of the need for frequent coordination with the
TPDEW, it is anticipated that contractors will be required to perform
90% of the LOE within a 30 mile radius of Washington DC. The contractor
must have or acquire by contract award facilities to conduct classified
meetings of at least 50 people within 30 miles of Washington DC. The
anticipated contract will be level-of-effort (LOE) cost plus fixed fee.
The period of performance is anticipated as 36 months with the
possibility of two one-year extensions. The highest level of
classification for this effort will be TOP SECRET. A SECRET facility
clearance will be required. It is anticipated that Organizational
Conflict of Interest provisions will be included in the solicitation
due to potential conflicts with respect to providing technical
evaluations and obtaining access to proprietary information. Foreign
firms are advised they will not be allowed to participate in this
contract as the prime contractor. The performance of this contract will
require access to Military Critical Technical Data, dissemination of
which is controlled under the Export Control Act. Therefore, interested
offerors not currently on the Qualified Contractor's Access List should
request certification and registration with the Defense Logistics
Services Center (DLSC), Federal Center, 74 North Washington, Battle
Creek, MI 49016-3412, (1-800-352-3572). It is anticipated that this
effort will be a Small Business Set-Aside. Firms responding should
indicate if they are a Small Business, under SIC code 8731, with a
small business size standard of 500 people. The Government reserves the
right to set this acquisition aside for Small Disadvantaged Business,
SBA 8(a) Program, Historically Black Colleges or Universities (HBCU) or
Minority Institutions (MI) based upon known sources and/or responses to
this synopsis. Firms responding should indicate whether they fall into
any of these categories. The estimated RFP release date is 05 Sep 95.

Contracting Officer. An ombudsman has been appointed to hear concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The purpose of the Ombudsman is to receive
and communicate serious concerns from potential offerors when an
offeror prefers not to use established channels to address concerns
during the proposal development phase of the acquisition. Potential
offerors should communicate first with the Contracting Officer to
request information, pose questions, and voice concerns before
contacting the Ombudsman. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
