The Government intends to award a sole source contract to Ketron (Division of Bionetics) for documentation of changes made to penetration equations in Government-owned Covart software. The documentation changes shall be made in the handbook ''Penetration Equations Handbook for Kinetic Energy Penetrators'' (61-JTCG/ME-77-16, revision 1). The contractor shall incorporate improvements and additons to projectile equations which have been implemented since previous issue. Contractor shall also add summary sections for Fatepen version 2.5.0 describing differences in the implementation in Ajem. The contractor shall describe the major differences between Fatepen versions 2.5.0 and 2.3.1.1 and how version 2.3.1.1 is implemented in Covart 4.0, including multipass averaging. The contractor shall update the materials properties tables. The contractor shall begin work revising the stand-alone pc version Fatepen version 2.5.0 and the user's manual. The contractor shall add incendiary functioning equations for the US 20MM API, US 30 CAL API (M14) and US 30 CAL APR (T15). The contractor shall describe the calculation of component probability of dysfunction given a Hit, including the interpolation schemes used for the following types of damange dependence: hole size, impulse, kinetic energy, momentum density, yaw and aspect dependence. The contractor shall describe the implementation of incendiary functioning for API projectiles. The contractor will be required to conduct classified work up to the classification level ''SECRET''. No final products of deliverables shall be classified. A partial draft of the new report replacing the previous work shall be required. Also, a final letter report describing the work accomplished shall be delivered under this contract. The period of performance for this contract shall be for one year form date of award. Ketron has the personnel wo have been involved with this program since its inception in 1952 with the development of Covart. They are the sole remaining contractor who has been involved with all the major changes to the penetration methodology, except those made by Government personnel. They have the engineering knowledge of the detailed workings of Covart. Responsible sources shall provide documentation of work, which clearly indicates knowledge of the work required. The documentation submitted must also clearly demonstrate their qualifications, expertise and knowledge in support of Covart. Simplified Acquisition Procedures shall be applied to this procurement. The Government intends to award a firm fixed price order as a result of this requirement. The anticipated award date is 15 September 1995.
