The Fleet and Industrial Supply Center Norfolk Detachment Washington D.C. intends to negotiate a sole source contract with Bristol Aerospace Limited under an approved FY95 Foreign Comparative Testing (FCT) Program for the provision of expert technical support for the evaluation of the Barracuda Target Boat System manufactured by Bristol Aerospace. Qualified personnel shall be provided to support trial planning, technical liaison during all phases of the FCT Program, logistics support services before, during and after the trials and fully qualified and experienced personnel to operate and maintain the Barracuda Target Boat System during the trial period. A Justification and Approval for Other Than Full and Open Competition Only One Responsible Source has been prepared for this requirement. No solicitation document exists; therefore, a request for such a document shall be considered invalid for the purpose of determining whether the respondent has a bona fide capability to meet the stated requirements.
