Wilson, (301) 457-1864 Provide Technical Assistance To The Government Of India In Civil Regulations And Vital Statistics - The Bureau Of The Census has a requirement and intends to negotiate with International Consultants, Inc., Arlington, VA 22201 on an other than full and open competition basis for the technical assistance required by the Office of the Registrar General of India (ORGI) is for the purpose of improving and promoting civil registration and vital statistics in the Indian State of Uttar Pradesh. There are no current staff in the Bureau of the Census who are experienced in this type of work and have extensive experience in implementing and computerizing civil registration systems working in developing countries. As a professional organization that has supported the development of civil registration in developing countries for many years, the ICI is uniquely and remarkably qualified to provide the assistance needed. A key factor is that the ICI consultants are individuals that have served as State Registrars and/or Directors of vital statistics for States in the U.S. This is a unique background that is not known to be available in any other firm. It is the Government's belief that only international Consultants, Inc. can provide the type of special technical services required.
