R -- MODE S DESIGN ENGINEERING SUPPORT SERVICES DUE 092595 POC Contracting Officer, William P. Spear, 202-267-7817 Federal Aviation Administration intends non-competitive negotiations with the original development/production source, WEC/LORAL Joint Venture (JV), P.O. Box 746, Friendship Site, Baltimore, Maryland 21203, for additional Design Engineering Support Services. These services include integrating the existing Mode S systems into the NAS, and developing and implementing its planned product improvements including associated updates of the Mode S documentation, personnel and logistics support. Operational Mode S systems are being fielded for the Federal Aviation Administration under contract number DTFA01-85-C-00002. The aforementioned support is required to complete implementation of the Mode Select Technology. Non-competitive negotiation with the JV, as the only responsible source for the above requirement is authorized under 41 U.S.C. 253(c)(1). Since they are the original major system producer, any other source would have to duplicate non recurring expenses. Consequently, neither solicitation nor specifications are available for competitive proposals. However, parties interested in subcontracting opportunities or future Mode S competitions are encouraged to submit their company resumes to the Contracting Officer within forty-five (45) calendar days of this publication.
