The Marine Corps Systems Command is seeking capability statements from
firms that are interested in the proposed procurement for between 7
and 23 commercially available Dynamometer Systems to facilitate the
testing and run-in of reciprocating piston, internal combustion, diesel
engines having outputs from 50 brake horsepower up to and including
3000 brake horsepower at speeds up to 4000 revolutions per minute. The
dynamometer is intended to be used for fault diagnosis, adjustment and
qualification of engines repaired at fourth echelon facilities and in
field deployment situations. The more important features of the system
are ease/quickness of set-up, accuracy in testing the full range of
engines with a minimal amount of operator adjustment/ manipulating of
controls, durability, ease of maintenance, portability/configuration,
and conservation of water. The Dynamometer testing system shall have
+/- 1.5% accuracy through the entire range of its testing capability.
The Marine Corps is surveying the market to determine if this
requirement should be unrestricted. All interested businesses should
submit capabilities statements including their size, sic code, and
providing information on their products and past performance. Prior to
issuance of the solicitation, the Marine Corps shall make available,
for review and comment by interested parties, copies of both the
proposed Statement of Work and Purchase Description. Submit both the
