Based on the interim rule for small purchase and other simplified purchase procedures published in the Federal Register increasing the simplified purchase threshold from $25,000 to $50,000, this requirement will not be issued as a Solicitation, Offer and Award, SF 33. Instead, this requirement will be issued as a ''Request for Quote'' (RFQ), number 12-Q-11699. Completed quotations will be due in the issuing office on or before close of business August 21, 1995. Contractors who have already requested the solicitation (DTFA-02-95-R-50341) in writing will receive the RFQ. All other information publicized in the original synopsis is correct. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contacts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 per contract to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $500,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
