u.s.c. 253(c)(1), FAR 6.302-1(a)(2). The National Institutes of Health
(NCI) intends to procure PC Master for Windows from Master Data
Center, Inc., 300 Franklin Center, 29100 Northwestern Highway,
Southfield, MI 48034-1095. This system will operate on a large network
system, provide security to prevent unauthorized access and also
provide technical support resources. The software will be utilized to
manage data related to invention reports, patents and patent
applications, licenses (patent, software, trademark and biological
materials) material transfer agreements and various other technology
development and technology transfer documents. It will also be used in
frequent and complex document production requests related to
Congressional inquiries, litigation and requests under the Freedom of
Information Act which require rapid and accurate method of sorting and
reporting data concerning NCI's intellectual property portfolio. This
procurement includes the purchase of the software package, license
agreement, and maintenance for 1 year. PC Master for Windows has an
intellectual property client/server system which results in fast access
time and efficient network traffic management. The product is equipped
with over 4,600 worldwide automatic data calculations, which will
provide reminders to staff when action is needed prior to missing a
critical date worldwide. Master Data Center monitors laws worldwide and
provides frequent updates to keep information current. For these
reasons, Master Data Center, Inc. is the intended contractor. All
responsible sources may submit a quotation, which if timely received,
shall be considered by the agency. The ability to provide a secure,
quick, intellectual property client/server system with updates of
international and domestic law is a must. Those firms who believe they
are capable of providing an off-the-self system must submit sufficient
data meeting the above requirements to determine the system provides
