Otto, Contracting Officer, (703)349-5681. The Directorate of Public
Works, Vint Hill Farms Station, Warrenton, Virginia is soliciting an
Invitation for Bid to provide miscellaneous Installation-wide repairs
to the primary electrical distribution system (13,200 volts). Work is
required to correct electrical deficiencies associated with National
Electric Code violations and OSHA safety standards. Specific work scope
includes a.) replace pole-type transformers (and switchgear) with
outdoor padmount-type units (21 buildings), b.) install lighting and
identify switches (5 switch station buildings), c.) verify detailed
survey of building electrical system and provide identification of
service entrances, d.) provide and install new high voltage underground
cable feeding four buildings, e.) regrade and construct retaining wall
at transformer station locations, f.) install separate ducts and
manholes for low voltage and high voltage cables between existing
electrical manholes. Due to the nature of deficiencies involved, the
contractor will be required to show experience and required
certifications in the field of high voltage electrical work and will be
required to provide Contract Accident Prevention Plans for the specific
work required at this site in addition to Activity Phase Hazard
Analysis Plans prior to beginning each major phase of the work
specified. The project will also involve deactivation, removal, and
ultimate disposal of PCB contaminated materials. The contractor will be
required to show familiarity with TSCA and RCRA procedures associated
with this type of hazardous waste disposal operation. This project is
currently an unfunded requirement and no guarantees are made as to the
ultimate project award at this time. The Government estimated price
range for the work is between $500,000.00 and $1,000,000.00. A
firm-fixed-price construction contract is anticipated to be awarded.
