Notice of intent to procure, on a sole source basis, the following Norstar Meridian KSU, VoiceMail, and Peripheral upgrades: 0X32 KSU w/power supply, software, 6-port expansion, trunk modules and cartridges for 10 sites, Norstar M7310 and M7324 Telephones, analog terminal adapters, 6-port (15 each) and 8-port (3 each) STAR Talk 13 Hour VoiceMail, 24 each A0409878 Norstar Manager for Windows. Sites for installation/upgrade include Tempe, AZ; Seattle, WA; Reno and Las Vegas, NV; Eureka, Oxnard, and Hanford, CA; Missoula, and Great Falls, MT; Pocatello and Boise, ID; Pendelton, Medford, and Portland, OR; and Salt Lake City, UT. The Government believes that only Wiltel, the interconnect company which has installed and maintained the phone systems for these sites can provide the upgrades because they can provide service to all sites, and the sites are under current Wiltel warranty for category 3 equipment and category 5 cable, which would be voided by installation of other than Wiltel equipment. Therefore, to show ability to meet Govt. Requirements, vendors must provide a full capability statement demonstrating its intent to honor the remaining Wiltel warranty period or agreement from Wiltel to honor its warranty in event vendor is awarded the contract an its ability to provide maintenance support to all locations identified above.
