suppliers to provide NTT with general referential information on
similar products or technology prior to procurement of the intended
product (mentioned below) by NTT. This public notice is also to request
that any suppliers wishing to participate as a subcontractor in the
procurement program of this product should declare their intentions to
that effect. This public notice is not intended to guarantee public
notification of procurement of the product. (1) Name: Ultra-small earth
station system for satellite communications. (2) Overview: Ultra-small
earth station system for satellite communications consists of a great
number of ultra-small earth stations possessing excellent portability,
hub earth stations (main/sub stations) that communicate with
ultra-small earth stations, and supervising and control stations
(main/sub stations) that remotely supervise and control the working
status of stations as well as the status of communications.
Requirements of the system are as follows: (i) System requirements: (a)
Frequency band for satellite communications: Ku band (14/12Ghz) (b)
Communications service: voice or low-speed data communications through
one circuit (two-way communications) using one ultra-small earth
station (c) Circuit connection methods: demand assign connection and
pre-assign connection (d) Necessary functions: supervising and control
over satellite communications networks and connection with general
public networks (ii) Ultra-small earth station requirements
Installation: (a) There are two types of ultra-small earth station
installations, one is portable installation (transportable by human
strength) and the other is fixed installation (b) Necessary functions:
terminal interface for communications (iii) Hub earth station
requirements: (a) Installation: fixed installation (b) Necessary
functions: general public network connection interface (iv) Supervising
and control station requirements (a) Installation: fixed installation
(b) Necessary functions: supervising and control over ultra-small earth
stations and hub earth stations. (3) Number of dealing: (i) Ultra-small
earth station: approximately 2,000 stations (ii) Hub earth station: two
stations (main and sub stations) (iii) Supervising and control station:
two stations (main and sub stations) (This quantity is the current
estimate; it may change during public notification of procurement.) (4)
Contents of RFI: Applicants are requested to supply NTT with the
following information on similar products, or on technology relating to
the product mentioned above. (All supplied information will be regarded
as non-secret information and may be disclosed to third parties in the
form of, for example, inclusion in the corresponding Procurement
Documentation, or may become available to third parties. In any case,
NTT will not assume any responsibilities for possible disclosure or use
of the supplied information.) (i) Technical information: (a) Electric
Characteristics: system diagram, antenna gain, antenna off-beam
radiation pattern, transmit output power, transmitting and receiving
frequency range, frequency stability, modulation, operating threshold
C/N and bit error rate, phase noise, bid rate, information rate,
error-correcting system, coding system, interface condition between
external equipment and this system, power consumption (b) Functional
characteristics: function to supervise and control satellite
communications networks, function to connect with general public
networks, function to substitute when main/sub hub earth stations
experience trouble, function to control transmitting power according to
up-link signal attenuation (c) Mechanical characteristics: outward
appearance when operated and transported, size, weight (d) Accessories
(e) Electric/physical conditions; environmental conditions
(temperature, humidity, power outlet, etc.), conform to VCCI* standard
*VCCI is Voluntary Control Council for Interference by Data Processing
Equipment and Electronic Office Machines. (Abbreviated VCCI) (f) Other:
conform to the rules concerning technical standard conformity
certification for specified radio equipment (an ordinance of the
Ministry of Posts and Telecommunications), technologies that are
included in design specifications to reduce the effect of interference
to/from neighboring satellites (ii) Price and Calculation conditions:
(a) Unit price and Calculation conditions for an ultra-small earth
station: for portable installation type, for fixed installation type
(b) Unit price and Calculation conditions for a hub earth station (c)
Price and Calculation conditions for supervising and control stations
(two stations). If these prices can be divided into hardware parts and
software parts, please distinguish these prices between hardware parts
and software parts, and describe precisely. (iii) Standard delivery
period after an order is placed (iv) Sales results, (v) Others: (a)
Troubleshooting support system, Maintenance support system (b) Active
proposal that can contribute to NTT's business (5) Request for
Declaration of the Intention of Subcontracting: Any suppliers wishing
to participate as a subcontractor in the product procuremet program of
NTT, is requested to supply NTT with the information listed below.
After preparing a list of supplied information, NTT will provide the
list to applicants who request the list; those who have responded to
the request for supply of the information listed in Item (4); and to
those who have purchased the Procurement Documentation relating to
procurement of the product. NTT, however, will not assume any
responsibility for outcomes arising from supply of the list. (i) Name
of the applicant (ii) Place of contact (Address, name of the person in
charge, telephone number, and facsimile number) (iii) The products
and/or services that the applicant can supply as a subcontractor. (6)
Deadline for Acceptance of Offers for Supply of Information and
Declaration of Intention to Subcontract: 3:00 PM, September 11, 1995.
