301-504-6071. The U.S. Department of Agriculture intends to
noncompetitively negotiate with Tecmag, Inc., 6006 Bellaire Boulevard,
Houston, TX 77081 to procure an upgrade to a Bruker QE-Plus (formerly
GE QE-Plus) which is a 300 Mhz Nuclear Magnetic Resonance (NMR)
Spectrometer with probes for proton, carbon, fluorine, phosphorous, and
nitrogen. The upgrade must be fully compatible with this equipment. It
must be capable of computer controlling the NMR pulse programming to
perform ROESY and HOHAHA pulse transfer experiments and
multidimensional (e.g. 2-D) experiments. Output from the computer must
be directly available to cut and paste directly into manuscripts and
onto slides. Macros must be available for automating NMR experiments
which retain the same instruments and processing parameters. A
workstation must be available to enable separate individuals to be
collecting and processing a different set of data simultaneously. A
minimum 12-bit 1 Mhz digitizer is required with specific applications
of this instrument. Product must be available as a commercial product
and not developed solely for the purpose of this procurement. In
accordance with FAR Part 6.302-1, the USDA considers Tecmag to be the
one and only responsible source to satisfy its requirement. Tecmag is
the only known source who has designed and solely manufactures this
upgrade commercially and is specifically compatible for the QE-Plus NMR
Spectrometer. However, any interested/qualified source who believes
they can provide the required equipment must respond within 20 calendar
days from the publication date of this synopsis. All such resonses will
be evaluated in order to determine the ability to meet the above stated
capabilities. Responses shall include literature, brochures, and other
such information corresponding to the required items which
demonstrates the capabilities of the offeror's equipment. Delivery is
FOB destination to the USDA, ECL, NMR in Beltsville, MD. Award will be
made under the Simplified Acquisition Procedures. The anticipated
