Commerce/NOAA intends to negotiate on a noncompetitve basis with Alden
Electronics, Inc. of Westborough, MA for the acquisition of monitoring
software for the Satellite Telecommunication and Analysis for Region IV
(STAR4) systems. The STAR4 systems, provided by Alden Electronics, Inc.
under separate contract, are used by the National Weather Service to
receive the World Area Forecast System (WAFS) Satellite Broadcast
System broadcast, and to receive and transmit the Caribbean Satellite
Network traffic among the countries and the World Area Forecast
Center/World Meteorological Center-Washington. Under this requirement,
the contractor shall develop and deliver a minimum of two copies of
STAR4 monitoring software. This unique software will be specifically
designed to provide time-critical monitoring of items within the
broadcast data streams. At a minimum, the software must be capable of
providing the following monitoring indicators: indication of
instantaneous transmission activity on each channel; summary of
transmission activity over most recent time period for the entire
datastream as well as for each channel; summary of transmission
activity over last 12 hours for the entire datastream as well as for
each channel; indication of time and success of most recent heartbeat
of the Technical Control ground system; and summary of transmission
activity of each uplink during the last hour. Vendors who believe they
can satisfy the Government's requirements are invited to submit an
affirmative response. To be considered an affirmative response, vendors
must submit written data and documentation which demonstrates an
ability to furnish monitoring software for the STAR4 systems capable of
meeting the previously cited minimum requirements. All responsible
sources must submit a written narrative statement of capability
including detailed technical information and other technical literature
sufficient to permit agency analysis in order to determine a bona fide
capability to meet the requirements. A determination by the Government
not to open the requirement for competition based upon responses to
this notice is solely within its discretion. Affirmative responses must
be received within 45 days after publication of this synopsis. Please
