74 -- UPGRADE MAILING SYSTEMS/MAINTENANCE PITNEY BOWES MAIL PROCESSORS SOL NONE POC Elaine Davis tel: (410) 965-9591 The Social Security Administration (SSA) intends to solicit and negotiate with Pitney Bowes under the authority of FAR 6.302 for the following. A sources sought synopsis appeared in the May 19, 1995 issue and no capability statements were received, indicating that Pitney Bowes is the only source able to provide this equipment and service. Acquisition of 188 ''Medium Volume'' mailing machines with feeder and envelope sealer. The mail machine must be capable of processing a minimum of 120 mail pieces per minute and must be compatible with Pitney Bowes' Model A570 70 pound electronic scale and Pitney Bowes Model A532 interface; (1A) Lease of a ''Medium Volume'' compatible electronic penalty postage meter that is capable of holding a postage amount up to $99,000.00. (1B) Compatible ''Medium Volume'' metering supplies; (lC) Mailing machine maintenance; (2) Purchase of an additional 7 ''Medium Volume'' configurations (systems consist of a mailing machine capable of processing 120 mail pieces per minute, feeder, 70 pound electronic scale, rate change insurance, standard USPS rates, ZIP to zone conversion, interface, 1-year start-up stock of supplies, system/equipment operator manuals, training text, on-site installation and training, system maintenance, meter carrying case and accessories (if not included in postage meter lease) and compatible electronic penalty postage meter capable of holding a postage amount up to $99,000.00); (3) Purchase of an additional 5 ''Low Volume'' configurations (systems consist of a 70 pound electronic scale, rate change insurance, standard USPS rates, ZIP to zone conversion, interface, 1-year start-up stock of supplies, system/equipment operator manuals, training text, on-site training and installation, system maintenance, meter carrying case and accessories (if not included in postage meter lease) and compatible electronic penalty postage meter capable of holding a postage amount up to $99,000.00; (4) For the purchase of the 5 ''Low'' and 7 ''Medium'' volume configurations shown above, Pitney Bowes will provide postage used data for each SSA site. The data will be based on U.S. Postal Service accounting periods. The report will be received in an electronic format which will be made compatible with SSA's dBase IV postage management information system; (5) Maintenance service for sixteen Pitney Bowes ''Paragon'' mail processors. Five (5) systems are located in Baltimore, MD, and one each in the following sites: Jamaica, NY; Philadelphia, PA; Birmingham, AL; Chicago, IL; Albuquerque, NM; Kansas City, MO.; Tampa, FL.; Detroit, MI.; Richmond, CA.; Auburn, WA.; and Chicago, IL. Equipment to be serviced will include all components of the system (base unit, feeder, 100 pound scale platform, report printer, monitor, keyboard, applicable interfaces and stacker) with the exception of the electronic penalty postage meter. Service will include two preventative maintenance visits (inspection and cleaning) per contract year, all parts (except supplies), interim on-site service calls which include all parts and labor costs and an ''800'' number for maintenance requests to be available between the hours of 8:00 a.m. and 5:00 p.m., local prevailing time, excluding federal holidays. Vendor response time for interim service calls will be within 4 Agency working hours from the time the call is made. Equipment will be restored to full operation within 8 Agency working hours (7:30 a.m. to 4:00 p.m. local prevailing time). If repairs cannot be made within 8 hours of the initial call, Pitney Bowes will provide the government with like or similar equipment to be used until repairs are made. (0226)
