Defense Supply Service-Washington, on behalf of the Office of the
Secretary of Defense, Program Analysis and Evaluation Division (PA&E),
has a 100% small business set-aside requirement for quick response,
high quality and PA&E monitored research and analytical support for the
development and documentation of DoD Major Automated Information
Systems (AIS) program life cycle cost and benefit estimates. These
estimates are critical to program, budget, and acquisition milestone
reviews in that they support validation capability of program cost,
return on investment (ROI), and enhance mission capability. These
estimates require highly specialized database development and support
capabilities, as wall as, comprehensive analytical skills and tools
that are frequently not internally available to AIS acquisition program
offices. This study effort will provide an IDIQ Cost Benefit contract
for support to multiple AIS PRogram Offices. This requirement will
include a base year and four option years. Sol. No. DASW01-95-R-0273
