The Aviation Applied Technology Directorate (AATD) intends to negotiate noncompetitively with Howell Instruments, Inc., Fort Worth, Texas. Two A/E37T-24 test systems were recently acquired from the Navy and are configured for T700 engine testing. The A/E37T-24 test systems contain only analog/digital instrumentation. AATD has been tasked to convert the A/E37T-24 systems to a T700 only configuration of the Flexible Engine Diagnostic System (FEDS). The A/E37T-24 systems need the data acquisition system to complete the conversion. Due to similarities between the FEDS and the A/E37T-24, the Howell Instruments' Automatic Engine Data Acquisition Test System (AEDATS) will be installed in the A/E37T-24 with the FEDS configuration. An electronic FEDS TM will also be installed. The objective of this program is to equip the two A/E37T-24 engine test systems with the AEDATS, thereby, making these units T700 only FEDS. This program will use the existing, proven technologies and design from the FEDS. The unique qualifications for fulfilling the contract requirements are based on proprietary data. The AEDATS is a commercial product with data rights owned by Howell Instruments. The AEDATS is used in the FEDS. In order for the A/E37T-24 units to be common with the FEDS and interface with the FEDS, the AEDATS will have to be installed to fulfill the requirement. Howell Instruments, Inc., is the only available source, however, all responsible sources may submit a proposal which shall be considered.
