T -- CD-ROM BASED LEGAL RESEARCH TEXT RETRIEVAL SYSTEM SOL RFP 96-05 DUE 102095 POC Contact Gregory Browne, 202/663-4292 The U.S. Equal Employment Opportunity Commission, Washington, DC 20507 has a requirement for a commercial off-the-shelf Compact Disc-Read Only Memory (CD-ROM) based legal research text retrieval system and related user's manuals, and training. The system shall contain the full text of the laws governing equal employment opportunity in the federal government. The contractor shall provide a master and make CD-ROM Replications for the Commission's 24 District Offices and Headquarters. The database elements must consist of the following: 1. Annotated versions relevant statutes; 2. regulations; 3. Commission decisions and policy guidance; and 4. court cases. The technical features of the product should include the following: 1. Local Area Network (LAN) accessibility; 2. multi- level search capability; 3. ability to search several database elements simultaneously; and the ability to indicate the frequency with which search terms appear. The contractor shall respond to requests for information made under the Freedom of Information Act (FOIA) and provide copies of all decisions issued by the Commission's Office of Federal Operations. The contractor shall provide customer service and support via toll-free telephone number in the use of the product at all of the Commission's 24 District Offices and Headquarters. The period of performance for the basic contract shall be from the effective date of contract award through twelve (12) months with two (2) one year options.
