THE ATLANTIC COAST OF LONG ISLAND, FIRE ISLAND INLET TO MONTAUK POINT,

emergency preparedness planning, the U.S. Army Engineer District, New
York (''NYD'') is seeking potential sources. LOCATION: Atlantic Coast
of Long Island, Fire Island Inlet to Montauk Point, New York. SCOPE OF
SERVICES REQUIRED: The NYD is preparing for the potential of a breach
(a break through the barrier island) ocurring within the barrier
island from Fire Island Inlet to Southampton, New York. In anticipation
of a breach occurring, the NYD is seeking contractor sources which have
the capability and the interest to perform the trucking of material
from a NYD approved upland based borrow source, or stockpile at
Democrat Point (located at the western end of the Robert Moses State
Park and adjacent to the Fire Island Inlet) to the location of the
breach. Due to the extensive length of shoreline to be covered and the
need for fast response, the barrier island will be treated as two
geographic areas: Fire Island Inlet to Smith Point Park and from Smith
Point Park east to Southhampton. Recommended borrow locations are
located within Suffolk County, New York. The general requirements are
described as follow: (1) For the Fire Island Inlet to Smith Point Park
area, interested firms must have the capability of trucking and
mechanically placing 2,400 cy/day of sand over each 24-four period for
up to 100,000 cy. Closure may be required from both sides of the
breach. Sand is to come from an existing stockpile at Democrat Point in
Robert Moses State Park, Fire Island, N.Y. (material in excess of
100,000 cy is currently available) for the source west of the breach.
Sand for closure from the east of a breach will come from a Corps
approved upland borrow source on the mainland delivered to the Smith
Point Park area. Offroad type trucking is a required capability for
transporting sand along the barrier beach. Sand to be utilized from an
upland borrow source is to be NYD approved, based on inspection of
grain size distribution curves, or similar material test results, and
be a beach quality sand, free of debris and rocks, and with a minimum
median grain size diameter of 0.30mm; (2) For the Smith Point Park to
Southampton area, interested firms must have the capability of trucking
and mechanically placing 4,000 cy/day of sand over each 24-hour period
for up to 170,000 cy, and also have the capability to install steel
sheet piling to protect placed sand fill. Sand to be utilized is to
come from a NYD approved borrow source based on grain size distribution
curves or similar material test results and be a beach quality sand,
free of debris and rocks and with a minimum median grain size of 0.30
mm. Firms interested in servicing either or both of the geographic
areas must be willing and able to initiate work within 24 hours of
receipt of Notice to Proceed. ESTIMATED COST: maximum of $3,000,000 per
geographic area. The cost of the breach closure will be based on the
size of the emergency (e.g., size of the breach, growth rate of the
breach). The NYD will be developing Plans and Specifications in
anticipation of breach occurrence. NOTES: 1. This is not a solicitation
and no solicitation is available. However, responses to this notice
will be used in determining future courses of action in the event of an
emergency. 2. Firms need only submit a letter of interest and
capability to perform the work, including the quality, characteristics,
and location of the sand the firm would utilize for breach closure,
